The publication is certainly a valuable contribution, but in focusing on a militarized foreign policy it is focusing on a sympton, not a root cause. The root cause is a lack of public intelligence (decision-support) and hence the abdication of the public from its duty to restrain corrupt officials. We now know all we need to know — and have access to all the open source information technology needed — to create a local to global public intelligence, public policy, and public budget consensus and oversight system.
